Right click on the Desktop. Press arrow up once and press Enter. Press arrow down twice. Press Tab twice and press Enter. You should get either Classic or the XP Theme.
I noticed that these Black settings were also retained in Safe Mode.

Try booting in Safe Mode and deleting the Video Driver

Then reboot the system normally and install the Video Driver.
To get into Safe Mode press the F8 Key between when the POST Screen disappears and the Windows Splash Screen with the moving blue bar appears. When you get the White on Black Screen use the arrow keys to highlight the Safe Mode Option and press Enter.
If you miss this time press the reset button on the front of the case and repeat the process till you get to the White on Black screen with the options.

… you WOULD not see what you’re doing in Safe Mode either.
Did you actually try it? Or, are you presuming it WOULD be the same?

Yup – that was my take on the comment too ! …

Sounds more like an assumption that it ‘wouldn’t work anyway’ – so there’s no point in trying it.
DOESN’T WORK would’ve been more productive as a comment. 🙂

The Video Driver Is Not Loaded.
But if that doesn’t work or you are unwilling to try it I suppose you could try M$ recommended method to do a In Place Install.
To reinstall Windows XP by using Windows XP CD, follow these steps:
Start your computer.
Insert the Windows XP CD in your computer’s CD drive or DVD drive.
On the Welcome to Windows XP page, click Install Windows XP.
On the Welcome to Windows Setup page, click Upgrade (Recommended) in the Installation Type box (if it is not already selected), and then click Next.
On the License Agreement page, click I accept this agreement, and then click Next.
On the Your Product Key page, type the 25-character product key in the Product key boxes, and then click Next.
On the Get Updated Setup Files page, select the option that you want, and then click Next.
Follow the instructions that appear on the screen to reinstall Windows XP.
If you successfully completed the reinstallation, congratulations. You are almost done. Please continue to the “After you reinstall Windows XP” section to finish. If you received an error or if the reinstallation did not finish, try method 2.
